Do not curse a decent Jewish person.

 “Do not curse the deaf” Vayikra 19:14

Reference to a deaf person is to make a stronger point, that even if the person does not hear and suffers no anguish from the curse nevertheless he transgresses by cursing him.

It is also a violation for a person to curse himself.

One who utters the curse does not commit any transgression unless he uses Gods name or a substitute name, including any term used by heathens for the Holy One that is like any of the substitute holy names.

This applies in all places at all times for men and women.
