Do not withhold what belongs to your fellow man
“You shall not oppress your neighbour “Vayikra 19:13
This means do not withhold an item of monetary value that was rightfully received from his friend, by retaining it and not returning it to him.
For example, if he has in his possession a loan or wages and the other cannot extract it from him because he is powerful- violates this prohibition.
This applies in all places at all times for men and women
