“Do not steal” Shmos, 20:13 and the Sages taught this applies to kidnapping (stealing) a Jewish person. Talmud Sanhedrin 86a

If he is sold into slavery he violated the prohibition “they shall not be sold as slaves” Vayikra, 25:42

The thief is not liable for the death penalty unless he steals a Jewish person, takes him into his domain, makes use of him and sells him to another.

If he sold the kidnapped person to his father or brother, he is not punished.
