Lend to the poor Jews
“Lend money to the poor of My Nation.” Shmot 22:24
This is a duty and a greater Mitzvah than charity (+ 38) and has a superior obligation.
The Torah disapproves of those who refuse to lend to the poor.
As it says “Your eye may be evil against your needy brother ……. and it will be your sin.” Devarim 15:9
This applies in all places at all times for men and women.
